If used allows an app to think it is using custom resolution (e.g. 960x640)
regardless of the actual device resolution (be it 480x320, 1024x768 or
anything else). Also, regardless of the actual device resolution desired
aspect ratio gets preserved and the unused portion of the screen is simply
blacked out.

This feature is especially useful when targeting multiple devices with
different resolutions.

Now, imagine an app designed specifically for 800x600. All that needs to
be done on the code side is this (on app startup):

outParams->virtualWidth = 800;
outParams->virtualHeight = 600;
